Board of Directors

The Board of Directors is made up of a non-executive chair, seven non-executive directors, the chief executive and four executive directors. Executive directors are employees of the Health and Social Care Board.

Dr Ian Clements, Chairman, Health and Social Board.

Chairman, Dr Ian Clements MB, BCh, DRCOG, MRCGP
Dr Clements lives in Newtownards, where he had practised as a GP Principal for 27 years. Throughout his GP career, Dr Clements continually sought to improve healthcare services for patients through his involvement in the commissioning process. Previous posts include Clinical Lead Commissioner, South Eastern Local Commissioning Group; Member of the NI General Practitioners Committee; Chair of the Eastern Local Medical Committee; Chair of the Eastern Health and Social Services Board GP Forum; executive committee member of both the National Association of Primary Care and NI Association for Mental Health.

 

Mr John Compton, Chief Executive, Health and Social Care Board.

Mr Compton was appointed Chief Executive Designate of the Health and Social Care Board in January 2009. John trained as a Social Worker and was educated at Queens University Belfast and the University of Ulster. He has also spent time at the Federal Executive Institute in the USA. Previous posts include Chief Executive of the South Eastern Trust from its inception in April 2006. Prior to that, he was Chief Executive of the Down Lisburn Trust, and was Chief Executive to the Sperrin Lakeland Trust for over a year.

Non Executive Directors

Mr Robert Gilmore, Non Executive Director, Health and Social Care Board.

Mr Gilmore lives in Banbridge and is a self employed Public Sector Management Consultant and former Chief Executive of Banbridge District Council. He is a non-executive director of Banbridge District Enterprises and was formerly a Director and Strategic Adviser to the Banbridge Local Strategy Partnership, a Governor in the Upper Bann Institute and a Commissioner in the Local Government Staff Commission. He was also appointed as a lay member to the South Local Commissioning Group (Health and Social Services) to
31 March 2009.

 

Mrs Lily Kerr, Non Executive Director, Health and Social Care Board.

Mrs Kerr lives in Belfast and is a retired Trade Union Official. She is appointed Chair of the Northern Ireland Social Care Council, and is also appointed as a Commissioner to the Staff Commission for Education and Library Boards.

 

Mr Stephen Leach, Non Executive Director, Health and Social Care Board.

Mr Leach lives in North Down. He is a retired senior civil servant, and was Chair of the Northern Ireland Criminal Justice Board from 2000 to 2009. He was appointed as a Parole Commissioner in November 2009.

 

Dr Melissa McCullough, Non Executive Director, Health and Social Care Board.

Dr McCullough lives in Belfast and is a Lecturer in the School of Medicine, Centre for Medical Education in Medical Ethics and Law at Queen’s University, Belfast.

 

Mr Brendan McKeever, Non Executive Director, Health and Social Care Board.

Mr McKeever lives in Derry and is currently involved, on a part time sessional basis, with Queens University and the University of Ulster on user and disability related issues. Previously he was a Council Member for eight years with the Northern Ireland Social Care Council (NISCC) - the regulatory body for social work and social care. He was also a founder member and full time Facilitator with the Family Information Group, a voluntary organisation which raised issues impacting on families of disabled children, between 1997 and 2008. Mr McKeever has also written extensively on disability and user issues.

 

Mr John Mone Non Executive Director, Health and Social Care Board.

Mr Mone lives in Middletown, Co Armagh. Until his retirement in July 2007, Mr Mone had been Executive Director of Nursing at the former Craigavon Area Hospital HSS Trust and former Director of Healthcare and Nursing and Executive Director on the Trust Board of the former Armagh and Dungannon HSS Trust. He is presently a member of the Board of Governors of St John’s Primary School and a member of the NI Research Ethics Committee.

 

Dr Robert Thompson, Non Executive Director, Health and Social Care Board.

Dr Thompson lives in Donaghcloney, Craigavon. After qualifying from Queens University Belfast, he worked as a General Medical Practitioner for 20 years in Lurgan, Co Armagh. From 2001 to 2009 he worked in the Southern Health and Social Services Board in a senior management role, implementing and managing the professional aspects of the General Medical Services contract. Following retirement from this post in September 2009 he joined the Health and Social Care Board as non executive director.


Executive Directors

Mr Paul Cummings, Director of Finance, Health and Social Care Board.

Mr Cummings trained as an accountant with Northern Ireland Electricity before joining the Eastern Health and Social Services Board in 1987. Previous posts include Director of Finance, Technology and Estates to the South Eastern Health and Social Care Trust, Director of Finance and Information for the Ulster Community and Hospitals Trust, and Director of Finance and Contracting, Mater Hospital. In 2003 Paul served as the National Chairman of Healthcare Financial Management Association (HFMA), the first person outside the English NHS to receive such an honour.

 

Mrs Fionnuala McAndrew, Director of Social Care and Children, Health and Social Care Board.

Mrs McAndrew was appointed to her post when the HSCB was established in April 2009. Fionnuala joined the Southern Health and Social Care Board in 1996 having worked in social care services in local authorities in England. She has worked in all aspects of social care since qualifying as a social worker, including the regulation and inspection of services. Fionnuala is currently chair of a range of multi disciplinary and multi agency groups aimed at ensuring more co-ordinated planning and delivery of services to children and families.

 

Director of Performance Management and Service Improvement,
Ms Louise McMahon

Ms McMahon took up her post with the Health and Social Care Board in September 2010. Louise joined the health service as a General Management Trainee and worked in the former Western and Eastern Health and Social Services Boards and the North and West Belfast Community Trust. In recent years she worked as Senior Commissioner with the Eastern Regional Health Authority covering Dublin, Kildare and Wicklow, and the re-organised Health Service Executive with particular focus on acute hospital services in Dublin. Louise is a Queen’s Graduate, Dip HSM, MBA and has studied at the Kennedy School of Government at Harvard University.

 

Mr Dean Sullivan, Director of Commissioning, Health and Social Care Board.

Mr Sullivan trained as an accountant with the National Audit Office in London. He then worked as a management consultant with Price Waterhouse and PA Consulting Group. In 2003 he joined DHSSPS, initially as Director of Secondary Care and then Director of Performance and Planning. He joined the Health and Social Care Board in 2010.
